Finland’s iGaming Gold Rush: 50 Licence Bids Before 2027 Launch

Finland’s iGaming market faces a potential saturation crisis. With the 2027 liberalization on the horizon, the high number of licence applications is causing industry jitters.

Since the new gambling regulatory regime started this year, around 50 operators applied to the National Police Board. Most are foreign firms, complicating the review. By March 30, 24 had applied. Each pays €29,000 for a 2026 licence. The law passed in January, but details are unclear. Also, there are rumours of Veikkaus being sold, valued at €4.5 billion.

The market may get crowded. Industry sources expected 40 – 50 licences, but that number’s already reached. After July 2027, the Finnish Supervisory Agency takes over regulation. Operators should submit complete docs to help the process.
